After graduating from Denison University and Oxford University, Dr. Bayley received his Ph. D at Princeton University. He is a specialist in international criminal justice and also a leading figure in studies of international policing. Not only Japan, but he has done extensive research about policing on India, Australia, Canada, the United Kingdom, and Singapore.
Formally acting as the Professor and Dean of School of Criminal Justice, University at Albany, State University of New York, he is now the Distinguished Professor Emeritus of the same School.
Dr. Bayley has contributed in the police reform of Bosnia at the UN and is a member of the UN’s International Police Advisory Committee.
[ Achievements toward Japan ]
His publications, "Forces of Order: Police Behavior in Japan and the United States" (1976) and "Forces of Order" (1991) has become the frontier into the studies of international criminal justice for policing. Through these publications, Japan was well noted for its safety by the Koban system and thus greatly enhancing the international reputation of the Japanese police.
